Abstrakt
Recent reforms of the Polish fuel market have aimed to eliminate the grey market linked to VAT and excise fraud by strengthening transparency, oversight, and fair competition. A key instrument is the Electronic Transport Supervision System (SENT), which requires the registration and monitoring of the carriage and trading of sensitive goods through an electronic platform. This article places SENT within the broader regulatory framework and examines its effectiveness in the context of new risks following Russia’s invasion of Ukraine, which reshaped fuel supply chains and exposed regulatory vulnerabilities. The study applies doctrinal legal analysis of statutory provisions and the governmental draft amendment known as SENT Connect, intended to enhance data integration, enforcement, and cooperation between authorities and market participants. The analysis indicates that SENT has improved transport monitoring and limited irregularities but faces challenges related to evolving geopolitical conditions and market practices. The article concludes that the proposed SENT Connect reform provides a coherent direction for strengthening fuel market supervision and reducing irregularities, provided that implementation ensures legal clarity, proportionality, and reliable technological infrastructure.
